Wartime Diplomacy

2022—2023

"The fire of war has burned every Ukrainian region, almost every home, almost every family in one way or another. But this fire also burned bridges with the past... In this fire, the word "impossible" was burned. Since February 2022, President Volodymyr Zelenskyy's diplomatic team has been working in a mode of military diplomacy — exhausting and risky, bold but thoughtful, changing the rules of the diplomatic game."

Dmytro Kuleba, Minister of Foreign Affairs of Ukraine

"Millions of Ukrainian men and women here in Ukraine, defending our country, show the best of humanity, human character, and human hearts. It is an honor to represent such people, such a nation, such courage in the world."

"Ukraine has reinvented diplomacy"

German Foreign Minister Annalena Baerbock at the Conference of Ambassadors of Ukraine on December 22, 2022

United by a common goal

Ukraine continued to develop global initiatives despite the war. In particular, over the past two years, the Ukraine Recovery Conference, Grain From Ukraine forums, a number of security forums, and EU — Ukraine summits were held. Ukraine continued to promote our own Peace Formula and the geography of its diplomatic presence in the world.

  • The Strategy for Economic Recovery of Crimea was developed.

  • The Advisory Council on De-occupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the City of Sevastopol was established.

The Crimean Platform is a new international consultative and coordination format initiated by Ukraine aimed at achieving the de-occupation of Crimea and its peaceful return to Ukraine. Despite the war, Ukraine continues to expand the presence and geography of the Crimean Platform members.

  • The Strategy of De-occupation and Reintegration of the Temporarily Occupied Territory of the Autonomous Republic of Crimea was approved.

  • The second and third summits and two annual parliamentary summits of the International Crimean Platform were held. The third summit was attended by 63 representatives of countries and international organizations.

  • On July 23, 2022, the second Summit was held in the format of a teleconference, attended by 23 first ladies. Approximately USD 3 million was raised for ambulances and  emergency vehicles for Ukraine.

  • On September 7, 2023, the third Summit was held in Kyiv with 29 participants attending. As part of the Mental Health: Fragility and Resilience of the Future Summit, 25 memorandums of medical partnership were signed.

The renaissance of Ukrainian-African relations

  • In 2023, President of Ukraine Volodymyr Zelenskyy had 34 conversations with heads of state from Africa and the Middle East (meetings, phone calls, video messages).

  • Minister Dmytro Kuleba had 47 negotiations (telephone conversations, official visits, meetings at international events).

  • Within the framework of the Black Sea Grain Initiative, almost 4 million tons of agricultural products were shipped to African countries (Libya, Algeria, Egypt, Kenya, Sudan, Tunisia, Ethiopia, Somalia, Morocco) in 2022-2023.

  • In 2023, for the first time in the history of bilateral relations, Foreign Minister Dmytro Kuleba visited Morocco, Rwanda, Mozambique, Liberia, Ethiopia, and Equatorial Guinea.

“I am grateful to all our partners, allies and friends who stand side by side with us. And thanks to the effective work of our diplomats, Ukraine is firmly holding its position in the international arena and opening new horizons.”

President of Ukraine Volodymyr Zelenskyy

As of February 24, 2024, Ukraine's representatives in the world are:

In 2023, for the first time in the history of Ukrainian diplomacy, the MFA announced and conducted an open recruitment of candidates for ambassadorship.

Ukraine in the world and international pressure on the aggressor state

"Usually, presidential wives are only involved in peaceful matters: education, human rights, equal opportunities, barrier-free access. I think you expected me to speak about these issues today. But how can you talk about them when there is an unprovoked, invasive terrorist war against your country. Russia is destroying our people.

I am now asking for something I would never want to ask for. I am asking you for weapons. Weapons not to carry the war to a foreign land, but to defend my home and the right to wake up alive in it. I am asking you for air defense so that missiles do not kill children in their strollers, so that they do not destroy children's rooms and entire families."

The hashtag launched by the MFA team a month before the full-scale invasion united the world around Ukraine.

"I continue to see the same thing - the determination, the resilience, the desire of all Ukrainians to build a future in which they can live safely and freely in a prosperous democracy fully integrated with Europe. Ukraine is a home of incredibly proud people, driven by a fierce belief in themselves, in their freedom, in their right to choose their own path; a nation united by shared sacrifice, but tempered by the righteousness of their struggle."

U.S. Secretary of State Anthony Blinken, March 6, 2023

"Courage has a name, and that name is Ukraine. Courage has a face, the face of the Ukrainian men and women who are standing up to Russian aggression."

"We would not be here today if it were not for Ukraine's brave resistance to Russia's brutal invasion. Let us begin this journey together to build an even stronger, more united Europe."

Moldovan President Maia Sandu on the European Council's decision to start negotiations on Ukraine's accession to the EU, December 14, 2023

“Everyone is important... Because we all made it so that when one person says: ‘Glory to Ukraine!’ the whole world responds: ‘Glory to the heroes!’”

President of Ukraine Volodymyr Zelenskyy
